That SEMARNAT has an analysis of the climatic, social, economic and health impacts of the ENME that allows it to quantitatively estimate the benefits associated with said strategy to promote it with other government institutions, as well as to have a technical instrument for accounting of the real impacts generated by the strategy in terms of GHG mitigation and other economic, social and health benefits.

Solution

Review of relevant regulations and policies, as well as relevant international cases: China, Norway, Brazil, Colombia, among others, to identify experiences and global best practices.

Coordination and prioritization of the list of key actors to consult with GIZ and SEMARNAT

Internal meetings with the multi-disciplinary work team to ensure the quality of the methodology design and definition of activities to meet the existing times and resources.

Presentation and approval by SEMARNAT and GIZ of methodology, BAU scenario and ambitious scenario, assumptions and indicators.

Design of databases and spreadsheets.

Identification of data gaps for the ENME monitoring system.

Statistical analysis and modeling with the information collected.

Meetings to present partial results.

Final presentation meeting.
